word-spacing-001 invalid

I think this test:

is invalid.  It appears to me that the control lines for the last
two tests have fewer spacers than they should; the next-to-last
should have four rather than three, and the last should have six
rather than four.

(This since 16.4 says 'word-spacing' influences every space or
non-breaking space remaining after white-space processing.)
