inline-formatting-context-015 has incorrect pass condition

The current pass condition for:
http://test.csswg.org/suites/css2.1/20101001/html4/inline-formatting-context-015.htm
http://test.csswg.org/suites/css2.1/20101001/xhtml1/inline-formatting-context-015.xht
is currently:

  Test passes if the blue box has an orange background and "Filler
  Text" is to the right of the blue box."

However, the orange
background should also extend behind Filler Text and below the blue
box.  I would suggest rewording to:

  Test passes if Filler Text is to the right of the blue box and an
  orange background covers the area behind both Filler Text and the
  blue box.
