Incorrect @charset tests

These 4 tests:

are incorrect given the current state of 
<http://www.w3.org/TR/CSS21/syndata.html#charset>; in particular, given 
the styles in them, the text should be red.  I propose switching the 
red/green in the HTML and CSS there so that the text's expected color 
will actually be green.
