The implementation report template at
http://test.csswg.org/suites/css2.1/20100917/implement-report-TEMPLATE.data
appears to have been generated without considering the HTMLonly and
nonHTML flags, and therefore has lines for tests that don't exist.

(The first such occurrences I noticed are:
html4/absolute-replaced-height-006 ?
html4/absolute-replaced-height-013 ?
html4/absolute-replaced-height-020 ?
html4/absolute-replaced-height-027 ?
html4/absolute-replaced-height-034 ?
