[CSS 2.1] test selectors-001.xht uses CSS 3.0 construct.

Hi,

I am using BETA 1 CSS2.1 testset and found that in selectors-001.xht on
the line "This text should be green. (indirect sibling)"
the general sibling combinator (tilde) is used.

This combinator however is available as of CSS 3.0, so I do not expect
it in a 2.1 testset
