microsoft/submitted/Chapter_9/floats-022.xht should be reviewed + corrected

This test

(about Elements do not float when 'float' is set to 'none')

has at least 3 errors. It does not really test what it is supposed to test.

There is no #div, there is no #span1, float: none is not explicitly and
specifically tested by the test, other semantic issues, etc

Such test definitely should be corrected.
