Do browser writers use these testfiles?

Who is the target audience for these test cases?  Is this to test the
specification against real life examples (does it actually make sense)?  Or
do companies like firefox, Opera, and Microsoft actually go to SVN and
obtain these test files to use for their own internal testing?
