CSS2.1 RC4 online in the harness

RC4 is now online in the test harness, there were over 500 tests  
changed for this release, so please help us out by running as many  
tests as you can. If you simply run the tests in "least tested" order,  
the harness will automatically present you with the tests where  
results are most needed first.

I also made a number of functional changes under the hood (in  
preparation for a significant upgrade coming soon), if you see the  
harness misbehaving please let me know.

For the record, here are the current standings (aggregated results  
from both HTML and XHTML versions of RC4):
8825 of 9457 required tests meet exit criteria.
133 of 151 optional tests meet exit criteria.
78 tests reported as invalid.
632 required tests are considered valid and do not meet exit criteria.
27 required tests have blocking failures.
605 required tests might pass but lack data.
