selectors implementation report template, again

Here is the selectors implementation report template, revised yet
again (relative to my email a few minutes ago).

The revisions from the previous one I sent are:

 * commented out all :indeterminate tests (modsel-d5*) because
   :indeterminate has been dropped from the spec

 * fixed broken links to modsel-184* in all columns other than the
   HTML column

 * fixed duplication of modsel-184{d,e,f} in the third column
