(And, to be honest, the fact that it combines the two is a sign of
disorganization in the spec.  I think it would be much better if it
were only a statment about validity (i.e., part of the definition of
validity), and the authoring conformance requirement were separate.
But the spec doesn't really even have a clear definition of
authoring conformance in Chapter 3.)
