This testcase assumes negative word-spacing does not apply to non-breaking spaces. However, CSS2.1 states [1]:

"Word spacing affects each space (U+0020), non-breaking space (U+00A0), and ideographic space (U+3000) left in the text after the white space processing rules have been applied."

This case is currently invalid and needs to be updated to match the spec or removed.
