Update Test Harness for CSS Conformance Testing

The latest build of the test harness is available at

Bugs addressed in this build as follows:

- Message signaling that no results are available matching a particular review query, rather than an error message

- New UI for test results entry (design provided by fantasai) to address provided usability comments and providing a skip button.
