[CSS2.1] test descriptions

Tests such as t140201-c532-bgcolor-00-a.xht describe correct output as
"This line should be green."  A better description would be "This line
must have a lime-colored background."
 
Test technicians are reporting defects on correct output, because the
current description is ambiguous.
