Some tests for initial containing block

I wrote a few tests to see if browsers use the viewport as the initial 
containing block (section 10.1 of CSS 2.1).

This was optional in the current public spec, but is required in the 
unpublished next version. (And is very handy for a few thing I want to 
do.)

Most browsers succeed.
