[Bug 24391] New: Move definition of environment encoding for <?xml-stylesheet ?> from CSS Syntax to CSSOM

https://www.w3.org/Bugs/Public/show_bug.cgi?id=24391

            Bug ID: 24391
Summary: Move definition of environment encoding for
<?xml-stylesheet ?> from CSS Syntax to CSSOM
           Product: CSS
           Version: unspecified
          Hardware: All
                OS: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: CSSOM
          Assignee: simonp@opera.com
          Reporter: simon.sapin@exyr.org
        QA Contact: public-css-bugzilla@w3.org

CSS Syntax recently introduced the concept of environment encoding and
initially defined it for @import, <link rel=stylesheet>, and <?xml-stylesheet
?>.

http://dev.w3.org/csswg/css-syntax/#environment-encoding

The definition for <link rel=stylesheet> has now moved to the HTML spec.

http://www.whatwg.org/specs/web-apps/current-work/multipage/links.html#link-type-stylesheet

I would like to move the one for <?xml-stylesheet ?> into CSSOM, in the
"Requirements on User Agents Implementing the xml-stylesheet processing
instruction" section.
