Does scrollend fire after all overscroll events are done firing for a scroller?  Or at the moment when events transition from scroll to overscroll?  It's not clear to me right now because I'm not certain what a 'scroll sequence' as referenced [here](https://wicg.github.io/overscroll-scrollend-events/#the-overscroll-and-scrollend-events) means.  Or something else?
