This is very un-CSS like, I'm not sure I've ever seen CSS throw, even with bad syntax mistakes. This would mean rules defined after this error would not be applied, which again is not CSS like (usually it continues to apply rules further down the stylesheet when encountering a syntax error). I still don't have a clear answer as to why this specificity requirement is tied to the reference idea.
