When I first tried a test with Firefox' new implementation TRY build, I intuitively tried positive value, saw it didn't work as I expected, then went and read spec text carefully. So my "vote" would also be positive values being away from the text, i.e. down for underlines. Also, please no clamping to just positive values...at least without also adding a new text-overline-offset property.
