I just discussed this with our type team. There are a few takeaways: - rlig is the only feature used for required ligatures. All other features are optional. - As such, a font that puts required ligatures in clig is a broken font. - Text engines have workarounds and heuristics for broken fonts. Web engines shouldn’t be disabling these workarounds, as they’re needed for some fonts to work correctly (and for platform consistency).
