As for the inline axis, I'm not sure. I think calculating the intrinsic sizes just as css-break requires for fragments of a box makes the most sense, but if we want to do anything different I think we need some clear use cases and an understanding of how the two options would make layout more/less complex for `overflow: fragments`.
