I think the [current fieldset/legend draft](https://whatpr.org/html/3934/rendering.html#the-fieldset-and-legend-elements) aims to: 1. support fieldset/legend layout on all elements (with a few fieldset exceptions perhaps, e.g. `<img>`) 2. reset fieldset/legend layout on fieldset/legend elements and display them according to `display` (My prototype implemented both and shows that it's easy to implement, fwiw.)
