Re: [csswg-drafts] [selectors-4] reconsider specificity rule for :matches()

@tabatkins, should `:matches()`/`:is()` be the only selector with such behavior, or the idea is worth generalizing to all functional pseudo-classes whose argument can contain a selector list (`:not()`, `:nth-`/`:nth-last-child(... of S)`, `:has()`, probably `where()`)?
