There is a spec for this list-item counter existing... it's in the Exploring stage, so fairly shaky ground, but it does exist and was the result of WG discussions in the past, see e.g. [message about implicit counter increments](https://lists.w3.org/Archives/Public/www-style/2012Jun/0231.html) and [related css-page-3 issue](https://www.w3.org/Style/CSS/Tracker/issues/257).
