@fantasai Presumably at https://www.w3.org/TR/2018/REC-CSS2-2018mmdd/, which I admit is somewhat confusing when it's essentially an older document than https://www.w3.org/TR/2011/REC-CSS2-20110607/ albeit sharing the short name.
