This is a rather broad statement and is not factually correct. There are 
many authn and authz protocols that already exist and that do not rely 
on this IETF draft standard and may not in the future. That is not to 
say that this protocol, when standardised, will not be a valuable 
addition to current protocols. But that is not the same as saying they 
will all depend on it.
