New Work Item Proposal: Verifiable Credentials JSON Schemas Specification

Hi everyone,

As a result of this week’s call I have opened an issue here<https://github.com/w3c-ccg/community/issues/91> to propose a specification for VC JSON Schemas.
I’ve attached a markdown version of the proposal to this email that contains some minor updates.
