New proposed CCG work items

Hi all,
As discussed on the call today, we're proposing 2 additional CCG work
items. Those are:

   1. DID Resolution: https://github.com/w3c-ccg/community/issues/20
   2. Functional Identity: https://github.com/w3c-ccg/community/issues/53

Please provide feedback to the issues or this mailing list. We need to hear
substantive objections by next week's CCG call (on January 29, 2019);
otherwise, these will be accepted as CCG work items.

Also discussed in today's call, we have accepted the following as work
items, and the chairs will kick off administrivia around repo creation, etc.
