Proposal: Multihash, Multibase, and Hashlink Work Items

As discussed in today's CCG call, we propose to accept the following work
items as official CCG work items:
1. Multihash: https://github.com/w3c-ccg/community/issues/46
2. Multibase: https://github.com/w3c-ccg/community/issues/47
3. Hashlink: https://github.com/w3c-ccg/community/issues/48

Please comment on the github issues if you have feedback.

These will be accepted as W3C CCG work items unless you provide substantive
objections within the next week.
