Yes, anybody can be a part of the systems envisioned or develop software interoperable with the systems envisioned provided that they adhere to the applicable standards and protocols. The plugins envisioned for popular CMS’s, e.g. Drupal, Joomla or WordPress, are intended to convenience citizen journalists and bloggers.

+1  Great stuff

And would the same type of thing be possible, say as a stand-alone
plugin for browsers, so a self-publisher or small scale publisher who
is building their own website, but not using Wordpress or Drupal,
could also be part of this overall system and have the same fact
claims services?
