In the Verifiable Claims Data Model, no, the identifier registry is not
required. It's perfectly acceptable to do FIDO-like things bound to a
single origin.

A number of us assert (very strongly) that exclusively binding claims to
a single origin does not address a very large number of the use cases
that we have identified.
