We are definitely in the middle of discussion the best ways to approach

And continue the conversation via email. Our next working group meeting is
2/16 (1:30pm ET) and surely this will be part of the agenda.

Also note as part of the 1.1 OB spec, we’ve introduced the concept of
extensions which allows issuers to include additional data. We may use this
approach to explore the best way to distinguish between creators and
issuers possibly similar to how you’ve described.

not sure that it is necessary, I think that it's the job of badge issuing
platforms to take care of the rights associated to the badge sharing
process and we could keep this kind of information out of OBI to keep it as
simple as possible. Anyway setting a list of authorized issuers can be
tricky, because for some reasons an issuer's name and information can
change later.

Any comments or suggestions?

I think that it would be important to agree soon about some solution,
because a quiclkly raising number of issuers is putting some pressure on
that and we are already working in the badge sharing feature of OBF.
