As a potential chair, I'll restate what I mentioned in an earlier post to this list [1].

I'm hoping that the question of IPR commitments has been answered (the commitment attaches to W3C membership, as I understand it). The problem is not that non-members are trying to break the walls down to make their contributions heard, it's that that there is a general lack of contributions from members and non-members alike [present company excluded, and thank you]. Stimulating and encouraging timely contributions is a large part of what the chair(s) and and any editors have to do. If it turned out that there was an overwhelming amount of contribution of any kind and that demand for attendance at any meeting necessitated taking the O2 Arena [2], that's a problem I'd deal with at the time.
