Summary of Issue: inconsistent use of case for SC titles and bullets
Comment (Including rationale for any proposed change):
Both words of title in 1.4.1 Resize text should be capitalized to be consistent with other Success Criteria titles.

Both words of first bullet (Turn off) under 2.2.1 Timing Adjustable should capitalized for consistency with other Success Criteria bullets.  (Second bullet of 1.4.7 Low or No Background Audio, Turn Off, has both word capitalized.)

Conformance Requirements 2 and 3 (unlike CR 1, 4, 5) do not use title case.

Proposed Change:
1.4.4 Resize text -> 1.4.4 Resize Text

2.2.1 Timing Adjustable, * Turn off -> * Turn Off

CR 2., Full pages -> Full Pages

CR 3., Complete processess -> Complete Processess
