Definition of "video-only" reads:

video-only

a time-based presentation that contains only video (no audio and no interaction)



Are Flash movies which include links/buttons "video-only" media?

My understanding is that it is not video-only media because it includes "interaction(link/button)".



If it doesn't include any links/buttons, then it would be "video-only" media. And it also have to meet SC 1.2.1 if it is not pure decoration.
