Summary of Issue: Concern about providing an alt version of readable content
Comment (Including rationale for any proposed change):
I\'m concerned at the suggestion that an alternative version be provided for content that is not written at the proposed level (lower secondary).  This looks like an opportunity for the same problem to arise that occurred with text-only versions of inaccessible pages.
