Rationale: Provide consistent navigation and design across different Web pages in the same document. Reinforce that the pages are related.

Include the header that is on the subpages on the first page <http://www.w3.org/TR/UNDERSTANDING-WCAG20/> (with \"Understanding WCAG 2.0\" at the top left and \'buttons\' for Intro and Next...)
