suggested revision: allow users to filter out HTML techniques

rationale: lets users filter out a bunch of info that is not necessary in certain use cases, e.g., wanting to look up only multimedia or CSS related issues. (note that several EOWG participants tried to do this and were overwhelmed with the number of techniques still listed.)

Allow users to filter out HTML techniques.
