Comment (Including rationale for any proposed change):
Note that the requirement of text resizing up to 200 percent in a way that does not require user scroll horizontally may implicitly means \"do not use elastic (em based) designs\" and that give us just \"liquid (% based)\" designs as the only option for flexible designs.

Proposed Change:
Maybe an alternative linear design via a switch control could be suggested as an alternative way to comply with this requirement.
