Summary of Issue: so headings are optional then at anything below AAA?
Comment (Including rationale for any proposed change):
as headings (thinking HTML here) are absolutely essential in conveying document structure, i\'m wondering why this SC is relegated to AAA. i\'d have seen this more at AA at least. (compare with WCAG 1 checkpoint 3.5)
