Shouldn\'t requirement 3.1.1 have an exception?  Just curious. Because it seems to me, working for a college in the US that it would be assumed that the language would be English and a user with assistive technology would make that same assumption.  Because of that, I would think that all web pages that are in English shouldn\'t need to state their natural language.  But, I would think that if I have a website (lets say the French department) that is primarily in French, that it should state that French is its natural language because that page is an exception of our overal website.

Proposed Change:
Add exception to 3.1.1 so that you don\'t need to state the language if the website user could assume the language of the website based on geographical region/customer base.     Or Maybe this could be split up into an A and AA requirement.  A requirement would be for web pages in an organization that break the assumption of the natural language.  The AA requirement would be for all web pages to include their default language.
