Proposed Change: To 1.4.6 add: \"Except if the audio is provided as a CAPTCHA and a non-audio CAPTCHA is available that provides equivalent access\" To 1.2.* add: \"Except if the media is provided as a CAPTCHA and an image only CAPTCHA is provided\" (similar to the text in 1.1.1)
