WCAG 2.0 introduces the new term baseline in the conformance section which is difficult to understand. 

Proposed Change:
The introduction of the conformance section in WCAG 2.0 should be provided with a clear explanation of what a baseline is and how it should be used. If the term baseline is not understood it might be misused.
