css :after et :before content generation

Hi,

i have read your css technique for WCAG 2.0 and in a lot of place you 
advise to use :before and :after to create content 
(http://www.w3.org/TR/2005/WD-WCAG20-CSS-TECHS-20050630/#alt-rendering 
or 
http://www.w3.org/TR/2005/WD-WCAG20-CSS-TECHS-20050630/#generated-content-equivalents 
) but i think it's not a good technique because when css is turning off 
i loose all the information provide by this technique.
