Separate links with printable characters

I'm assuming this is to prevent screenreaders from reading out adjacent
links as a sentence. These days it's common for people to mark-up
navigation lists as list items, which should avoid this issue. However
the original guidelines weren't clear on the acceptability of link
lists.

Rather than drop the recommendation all together, a bridging strategy
would be to have authors separate links wit printable characters if
they aren't contained within a list (or possibly other block level
element).
