what about ex?

Guideline 1.1 in  CSS Techniques for WCAG 2.0 states

Use "em" or % for properties that need to change

What about "ex"? Wouldn't that be an appropriate unit here too? In fact, 
shouldn't that be preferred to em when setting things that will change 
vertically like line spacing, rather horizontally like kerning?
