uri as target:

In the document it is stated that the return from a uri or a negotiated 
return must meet the conformance level.  If the uri though is targeted at a 
pdf document or a word or power point document or any other type of document 
that falls outside the space of these guidelines, it cannot be called either 
conformant or not conformant so this needs to be specified.
