plain language of design-pattern objectives

Hi Lisa,

During our last teleconference, you asked me to review how well the objectives of our Design Guide For Making Content For People With Cognitive Learning Disabilities<https://raw.githack.com/w3c/coga/design-doc-transfer/design/index.html> are expressed in plain language. I find them to be 90% sufficient. We can wordsmith them after all the other work for that document is complete.
