[For info] New Git Hub workflows may be useful for coga task force activity

GitHub have finally announced their technology to alow adding actions
that can perform tasks when various GitHub events occur (eg someone
pushes a document).

This might be useful when exploring how to make w3c workflows more
cognitively accessible given we use GitHub. For example, applying a
template to plain text added by someone or checking readability.

There are alternatives, but being part of GitHub might just have some
useful advantages. It's still beta at the momoment.
