Summary of Changes to Payments Issue Paper

*Added Introduction section per Pre-publication checklist. *
Included moving/modifying online payment and bill payment explanatory or
definitional content from the Use Case section.

*"Challenges for people with cognitive disabilities in online
payments:" section was empty and now has a list of challenges.*

Various minor editorial corrections were also made. None changed then
existing content's meaning.
