Thanks for your comments and offer of help. As a late entrant to the Task Force I started "issue paper" in relative ignorance of the template (although I do now recall hearing about it in one discussion).

I'll take a look at the template and see if I can see a way to produce something that fits it. I might yet take you up on your very kind offer!
